بمناسبة اليوم العالمي للمرأة، يصدر مكتب المبعوث الأممي الخاص إلى اليمن وهيئة الأمم المتحدة للمرأة مقطعًا مصورًا يستعرض رسائل من 22 من بين نحو 300 من مناصرات ومناصرين للسلام شاركوا في سلسلة من الاجتماعات التشاورية انعقدت في عدن وعمّان والقاهرة منذ أكتوبر 2023 لتسليط الضوء على أهمية أصوات النساء اليمنيات وتوفير المساحة لهن لمناقشة رؤية قاعدية لعملية سياسية جامعة في اليمن.
يتضمن المقطع رسائلاً موجزة من 22 مشاركة ومشارك، وسيتم نشر المزيد من المقاطع تباعًا لاستعراض رؤيتهم بشكل أوسع وإبراز تجاربهم الفردية المختلفة.

Dear colleagues,
On International Women Day, the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and UN Women release a video highlighting messages from 22 Yemeni women and men peace advocates who are among 300 Yemenis who participated in a series of consultative meetings.
These meeting convened in Aden, Amman, and Cairo since October 2023, to elevate women’s voices and provide them with the space to discuss a bottom-up vision for an inclusive political process in Yemen. The video includes brief messages, and more videos will be released to highlight the visions of the participants one by one.

شارك اثنان وعشرون من الخبراء ونشطاء السلام والسياسيين وقادة المجتمع المدني، نساءً ورجالاً، تجاربهم مع الحرب التي استمرت لقرابة عقد من الزمان في اليمن، وتحدثوا عن معنى السلام بالنسبة لهم وكيفية تحقيقه من وجهة نظرهم.

في هذا المقطع، نستمع إلى أصوات اثنين وعشرين من المشاركات والمشاركين، وهم من ضمن حوالي ٣٠٠ من المشاركات والمشاركين اليمنيين في سلسلة من الاجتماعات التشاورية نظمها مكتب المبعوث الخاص للأمين العام للأمم المتحدة إلى اليمن بالشراكة مع هيئة الأمم المتحدة للمرأة.
ومنذ أكتوبر، عُقدت اجتماعات تشاورية في عدن وعمّان والقاهرة، لرفع أصوات المرأة اليمنية وإتاحة مساحة لمناقشة رؤية من قاعدية لعملية شاملة في اليمن.
تهدف سلسلة الاجتماعات لزيادة مشاركة المرأة وتعزيز نهج شامل لمفهوم السلام الجامع يجمع بين النساء والرجال، والأصوات المحلية مع المغتربين، وبين اليمنيين من جميع أنحاء البلاد. وناقش المشاركون والمشاركات في تلك الاجتماعات الأولويات قصيرة وطويلة المدى، والتدابير اللازمة لضمان شمولية العملية السياسية، ولا سيما إشراك المرأة، والمبادئ التوجيهية لبناء السلام في اليمن، وسبل تعزيز المساءلة والشفافية عند تنفيذ الاتفاقات.

ظهرت العديد من مجالات التوافق فيما يتعلق بالإجراءات قصيرة المدى بما في ذلك تلبية الاحتياجات الإنسانية في اليمن بشكل ملّح، واستئناف دفع رواتب القطاع العام، وفتح الطرق، وإطلاق سراح جميع المحتجزين لأسباب متعلقة بالنزاع . وفي كل من الاجتماعات الثلاثة، أكد أغلب المشاركين على أن هذه الإجراءات تمثل نقاط انطلاق ملائمة لبناء الثقة.
كما تضمنت الإجراءات الأخرى لبناء الثقة والتي تم تسليط الضوء عليها بشكل متكرر التنسيق لمعالجة مسألة الألغام الأرضية، وخفض حدة الخطاب الإعلامي، والامتناع عن التحريض على العنف. كما تم تسليط الضوء على ضرورة اعتماد نهج شامل لمعالجة الاولويات طويلة الأمد.

كانت المساءلة أحد المبادئ التوجيهية الأساسية المتفق عليها من الجميع. وأوصت جميع مجموعات العمل تقريبًا في كل الاجتماعات التشاورية على ضرورة وضع تدابير رقابة ومحاسبة تشمل المجتمعات المحلية ومنظمات المجتمع المدني، بما في ذلك النساء، لضمان التنفيذ الفعال للاتفاقات.
كما ظهرت الشمولية كمبدأ توجيهي رئيسي حيث شدد المشاركون والمشاركات على ضرورة تعزيز شمولية أي عملية مفاوضات رسمية قادمة تتم تحت رعاية الأمم المتحدة لضمان أن تكون الحلول التي يتم التوصل إليها مستدامة وعادلة وتلبي احتياجات الشعب اليمني بأكمله. كما شددوا على وجه الخصوص على أهمية المشاركة الفعالة للمرأة في جميع مراحل ومستويات عملية السلام، وإدماج الشباب ومنظمات المجتمع المدني والمجتمعات المحلية والفئات المهمشة.

Yemeni perspectives on the peace process and inclusivity
Twenty-two Yemeni experts, peace advocates, and political and civil society leaders opened up about how they experienced the nearly decade-long war in Yemen, what peace means to them, and how they believe it can be achieved.

The twenty-two voices in this video are among nearly 300 participants who took part in a series of consultative meetings focusing on inclusion convened by the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) together with UN Women. Since October, consultative meetings took place in Aden, Amman, and Cairo to elevate Yemeni women’s voices and provide the space to discuss a bottom-up vision for an inclusive process in Yemen.
The series of meetings is designed to increase the participation of women and promote a holistic approach to the concept of inclusive peace, bringing together women and men, local voices with the diaspora, and Yemenis from across the country. In the meetings, participants discussed short- and long-term priorities, measures to ensure the inclusivity of the political process, in particular the inclusion of women, guiding principles for peacebuilding in Yemen, and ways to enhance accountability and transparency when implementing agreements.

For the short-term, several areas of consensus emerged including the urgent need for humanitarian relief in Yemen, the resumption of the payment of public sector salaries, opening roads, and the release of all conflict-related detainees. In all three meetings, most participants viewed these measures as appropriate confidence-building entry points.
Other frequently raised confidence-building measures included coordination to address the issue of land mines and de-escalating the media discourse and refraining from the incitement of violence. They also highlighted the importance of a holistic approach to addressing long-term priorities.

Accountability emerged as a consensual guiding principle across the board. Almost all working groups in all three meetings recommended measures to establish oversight measures that include local communities and civil society organizations, including women, to ensure the effective implementation of agreements.
Another prominent guiding principle was inclusivity. Participants stressed the need to enhance the inclusivity of any upcoming formal negotiations process under UN auspices to ensure mediated solutions are sustainable, just, and responsive to the needs of the Yemeni people in all its diversity. In particular, they stressed the importance of the effective participation of women through all stages and levels of the peace process, and the inclusion of youth, civil society organizations, local communities, and marginalized groups.
